I disagree with the blanket statement that a 0-0 or 1-0 game is naturally boring. It depends on how the game was played.

Is the ball 95% of the time in the middle of the pitch? Yeah, probably boring.

Are the teams constantly threatening to score but stopping at the goalkeeper? That means a game that was heart-stopping.

Germany's 7-1 victory was boring as hell after 20 minutes, and one of the highest-scoring games of that WC.
