Maybe try getting rid of it outside of the box. I just read an interesting article that talks about what would likely happen and they do mention -- (edited)

the scenario you just did. But they also talk about what happened in field hockey when they basically got rid of off-sides and how the game changed and improved.
I'd love to see how the game would change like if teams would do what you said or if there would be more dribbling through the midfield and more passing through the defenses.
