Effing lawyers. The delay in the boil water notice was due to the extreme shortness of dip in pressure (less than 1 min) and questions if one was req.

At first, the city thought a water main break may have caused the system to malfunction. Then, it learned a power outage of mysterious origins had caused the water pressure to briefly dip below state requirements.

"We are optimistic because it was a minute — less — drop in water pressure, that hopefully there won’t be any bacteria," Erin Jones, a spokeswoman for Houston Public Works said.

Because pressure dipped below the required 20 pounds per square inch for any amount of time, the city was legally obligated to inform the public, she said.

Houstonians will have to boil their water until at least Monday night or early Tuesday, when the city expects to receive results from water quality testing that will be conducted by state regulators, according to Mayor Sylvester Turner. The edict could last longer if bacteria are found in the samples.
