It was a part of the plan for devolution, not for independence.

It gives Scotland more autonomy about its internal affairs, but that by no means shows that it has to lead to independence. All it means is that the UK is less centralized than in years past. Canada goes through the centralized/decentralized dance all the time - it doesn't mean that the provinces are any closer or further from being independent.
