I feel there’s been some mild attempts at outreach but there’s also obvious divisions in the country’s leadership.

The ayatollah had expressed “dismay” over the death of Mahsa Amini, but that hardly seemed substantial. A weak, veiled, and ultimately transparent attempt to appeal to the protesters. And then there was the report that the morality police had been disbanded, but that was ultimately refuted, yes?
