WWE won't book someone who could appear on AEW the next week, nor would AEW book someone who could be on WWE the next week.

NJPW has a good relationship with AEW, but not with WWE. They aren't going to book someone who might wrestle for WWE while working for them.
Freelancers can work in Japan, but if you're going to try it in the U.S. you'll be on the indy circuit with some possible stops at Impact, ROH or AEW youtube.
