That's a very USA specific question with our relatively poor food handling with regards to salmonella.
Raw eggs and even raw chicken are often eaten in Japan without risk due to the relative lack of salmonella in the poultry production coupled with strict handling protocols.
I had to have this explained to me as well as primed with copious amounts of alcohol before I had chicken sashimi during a business trip to Japan.
