The reasons to allow companies like *ahem* my former employer to take the credits are that:

- They are the largest car purchaser in the world
- They seek to maximize profits by seeking to reduce the costs of cars as much as possible

If you want to push a quick change to electric cars, allowing fleets to use the credit will accelerate that adoption. The sheer volume of cars they purchase (they were around 10% of the sales in the US alone when I was there) means you can get electric cars out there very, very quickly.
