Are the smaller writers rooms because of the shorter seasons?

They don't need as many episodes so they don't need as many writers? If so, how many episodes does a show need before they hire mids?

everything's smaller because of budgets (shorter seasons, smaller rooms) network shows still have reasonably-sized rooms but they're also ready to
