NY isn’t the worst because of a 2010 law that mandates timing* of test kits being processed, the recent tracking addition is because too many tests

somehow don’t make it to a lab.
*still not the best timing, to be clear - 90 days is a long time.
“In 2016, New York state passed a law that required all rape kits to be sent to a forensic lab within 10 days and processed within 90 days. However, the backlog of rape kits often involves the kit not being sent to the crime lab or even tested.”
it’s all a whole lot worse in some states - xx thousand backlog in NC, for example. ugh.
