The whole concept was started by the Germans during the start of the Industrial Revolution...

they realized that happy/healthy workers were more productive. The steel companies even provided education to children ("kindergarten") because they realized smarter workers were better. Then the Prussian government nationalized the education system (smarter people make smarter soldiers).

Funny that people aren't screaming about socialized education now that I think about it.
