This doesn't sound different from any other "hire as we expand new facilities, reduce as expansion levels off" cycles that Tesla has done in the past.
And Tesla often runs incentives at year end because that's always a slow sales period. They do have a sales backlog of around ~200k orders, but that's for all markets and the incentives are market specific. In the US, December is always a slower sales month and Tesla would rather sell cars now than pause/reduce production or hold inventory into the next quarter. With greater than 20% automotive margins, they can do that without impacting the bottom line in a damaging way.
