I agree with the first part, but best /= most entertaining.

The best movies have original ideas about things like how to convey a characters emotion or inner thoughts through a visual image, or a new way of seeing something familiar. Even if they don’t appeal to popular audiences, the ideas in those movies are copied by other film-makers into more entertaining movies
I love Die Hard, for example, but it only feels original on first watch because there were times when you think John McClane might not make it out. It belongs on a 100 most loved list, but not a 100 best list.
