Why is Wilson seen as a bad president?

I know his views on race are unconscionable, but I always get the sense that it is other policy choices, like establishing the Federal Reserve, expanding the federal government, and a bigger international focus through the League of Nations, that get him on the Bad President lists. Labour laws too.
