Oh definitely. Aircraft carriers, FWIW, are rare outside the US Navy. *GOOD* ones are even rarer. 26 globally. 11 are USN.

There’s a lot of hand-me-down aircraft carriers out there, and carriers that are mostly for show. China’s very much in the same situation as the Russians. Most other navies that have carriers are mostly for VTOL aircarft.
