That was the previous change. I’m not sure if that’s how it works now. Mostly because blocking seems broken completely due to the second change. -- (edited)

EDIT: Blocking is completely broken at the moment. I deleted everyone off my blocked list, blocked one person, and posts show uncollapsed.
