Nothing they make there is shipped to the US. It serves Europe and Asia. Current month's production was aimed at Europe.

It'll amount to about a 30% reduction in production for the month.
It's been planned for at least a month, so I'm guessing that it involves upgrading the manufacturing lines in some way. Tesla has never been averse to maintaining some inventory between quarters to help smooth their ability to meet demand as they switch between serving Europe and Asia from the Shanghai factory. There are a few differences between the builds meant for each region so having some European spec inventory on hand as they switch to Asia-spec inventory and vice versa is a good thing.
They may not need to worry about having the Euro specced vehicle supply from China so much now that Berlin has a 3k+ vehicle a week run rate. That gives them some room to shut down production for line improvements during what is an annual slow period anyway.
Eventually, most or all of Europe will be supplied from Berlin, and Shanghai will serve all/most of Asia.
