honestly this is what happened at penn state. rather than upgrading systems, we hired people to bandaid in shadow systems

and now the entire university is staffed by people without the skillset to exist in a world with those updated systems and the board won't allow layoffs in the cases where retraining is impossible (and also will not allow units to offer retirement incentives to people who are in many cases 15 years past retirement age).
so they can't hire the people they need to service and support the new systems so the new systems are abject failure and the university is more crippled, honestly, than it was when everything happened in excel.
