the way i see it, admitting that i don't have their line item budget, is the majority of their costs are fixed.

staffing, facilities, etc. the only variable part is food and some utilities. if they don't get enough kids, they are faced with cancelling the week, and a full loss of fixed costs. so any outcome that ends up better than that is a win, even if the camp on its own merits loses money. so my guess is, even if they dropped all the way to $200, but got 40 kids, that $8,000 of income compared to their variable costs, they are still better off than a full cancellation.
