the time scale of any space mission makes specific economic conditions irrelevant.

It would be ten years or more before we'd actually get someone back up there. This recession could end and another one could start in that time. Not that there isn't an argument for not doing it, but this isn't it.
(plus, think of the jobs a new space race might create)
