They had these rubber mats painted like treasure on the bottom, then they piled gold colored foam discs on top, then...

... they had hundreds of thousands of actual plated coins for the close-ups. But after a couple takes the good coins would sift down to the bottom and not be visible, so while they filmed on one part of the set they'd have dozens of people sifting through the other parts collecting the coins so they could be reapplied.
