Yes, this isn’t unprecedented. Both Russian and Ukrainian forces have stopped housing troops in large groups, especially within range of artillery…

…because the troops can be easily located. Russia leaders are in the crosshairs for allowing so many troops to be housed together because they knew this could happen.
