serious question: is there a reason they keep calling votes knowing they'll get the same result? like a weird house rule or procedure thing?

or is it just they can't do anything else until there's a speaker, so might as well. it just feels like they'd be better off not calling additional votes until they're sure of a result. especially at this point.
