I'll double check House Rules, but it's a basic principle of parliamentary procedure dating back to Robert himself: adjournment reciprocates assembly.

The procedures that a deliberative body uses to assemble together and convene a meeting must carry over into adjournment; the procedures need to be roughly similar to balance the interests of all attendees (whether in the majority or minority).
And I only quote Senate rules chapter and verse. ;-)
