Yes, but also not quite. More like airport rail systems, but with unjoined cars that aren't scheduled, but run continuously between fixed points.

It really would be quite a bit cheaper to build these as underground highways to just redirect cars off the surface roads instead of creating a separate system that requires passengers to transfer from one mode to another.

In fact, you could make cities walkable by redirecting all auto traffic underground.

That's a huge undertaking, but not outside the realm of possibility for some cities.
