That's his point. He's saying if Biden was first and did what Trump did and Trump was in office now, DT would be loudly making statements about Biden

Biden is not currently doing that about Trump.
He could be saying "This was a simple mistake on my part and was reported right away. Nothing like stealing top secret nuclear documents, trying to sell them to Saudi and refusing to return them even when asked multiple times by government agencies."
