The thing to remember with Tesla is that every car built already has a buyer. Tesla delivers directly to customers. They still have a lag between order and delivery but adding capacity at Texas and Berlin will further reduce time from order to delivery. And there are markets where Tesla isn't selling much due to logistics of deliveries which they'll solve with new factories.
Potential new factory locations include Canada (Ontario), Mexico, Indonesia, and maybe India. As well as a third phase of the China plant to expand production there, probably leading the way for building a smaller, lower priced EV.
