I can commiserate with you about the "sales are down, let's cut payroll. Hey, why are sales continuing to drop!" mindset.
There should be a base level of staff that you never drop below despite sales. As you say, stocking, receiving, customer service... All those things still need done. Cutting payroll means fewer people doing those essential tasks affecting the quality of each one.
But from a strictly cost benefit analysis, putting people on payroll without a corresponding increase in sales just doesn't make a whole lot of sense to the bean counters.
