a lot of it's also looking for clarity where there isn't any, and giving a lot more credit to power structures than they deserve.

like yeah there's lots of weirdness around pandemic stuff, because it's a new situation and everyone's flailing to figure it out.
anyone who's ever managed even a minor capital project shouldn't believe in conspiracy theories. everything gets fucked up, and nobody keeps a secret.
