the university where I used to work has a folding machine to fold mail and stuff it into envelopes. last week, it broke, which was inconvenient

because it's W2 season. they called the vendor who quoted them a price for a service call and gave them a wide price range for fixing it. the vendor also assured same day service so the W2s could go out on time.

the financial situation of this university is pretty dire, so every unplanned expenditure over $10k has to be approved all the way up to the CSuite (either the prez or her henchman). since the repair had a range that could have exceeded $10k, approval was escalated per recent guidance.

the repair expense was not approved. instead, 21 union employees from janitorial and maintenance services sat in a room for almost two workdays, stuffing envelopes.

certainly the cost for this time exceeded $10k (more than doubled considering the positions and seniority of said employees) and the opportunity cost of not having the people on the floor is big (overtime will be needed to make up the tasks that were not completed) but guys! the university didn't spend $10k.
