We were a pretty rural district, so the main determinant was whether the buses could make the rounds on the country roads.

the county roads were our determinant as well - as a kid, I felt the bus drivers were way too competent -- nm

For us, we were a rural school in a suburban district so as long as the suburbs cleared the streets, we had school.
