the only reason he was even popular as MD gov is Dems have the supermajority so could always override anything he vetoed

almost nothing in his 8 years, other than killing a billion dollars of federal rail money for West Baltimore, was actually his own achievement. so easy to just coast along when you don't have to stick your neck out for anything unpopular
