As for who is putting it out there, my guess is either speculation by Fowler or someone at NFLPA.

My take is that Fowler is taking the report of the ~130m guaranteed and the talk that Lamar wants a fully guaranteed deal with similar value to Watson's and doing the math.
The Ravens generally don't leak things. It could be them if they've already decided to move on and are trying to entice offers. I don't think Lamar is leaking info as he seems to be pretty private. I think things being leaked by NFLPA at the start of the season bothered him and he may not be dealing with them anymore. He may have said something to a friend who leaked it.
The NFLPA may have put it out there for their own reasons, accurate or not.
