Speaking of Three Pines, question for Canadian STers. The show takes place in a Quebec town (Three Pines)

The people in the show flip back and forth between English and French seemingly at random. For instance they'll start a conversation with a sentence or 2 in French and then switch to English.
Is this the way it really is?

Most anyone in Quebec can do that but outside of urban areas when speaking to tourists, it's gonna be all French.
