Most anyone in Quebec can do that but outside of urban areas when speaking to tourists, it's gonna be all French.

But yes, folks can have conversations in a mix of English and French without batting an eye.
Responses:
I was surprised when I learned (about 8 years ago) how many of my relatives do not speak English.
