bilingual in the way you're describing (haven't seen the show). My GF's boss who was doing the speech did 1 sentence in French, then one in English. Not as a translation, each sentence followed the other. In a place where everyone speaks both language, it's pretty common. In this specific case, it was probably meant as a mark of respect. Anglos spent a bunch of money to make the museum exhibition happen, so we'll do it in your language too. But you understand French, so we'll not do it twice, there's wine to drink.
I also see it sometimes from youger people casually taking. Often when there's an anglophone and a francophone that also speak the other language. People will just switch mid sentence.
But I wouldn't say it's a common thing, probably very regional, and it depends who is present.
