I’d argue the benefits would not be widely spread and would accumulate to large companies.

It benefits small Midwestern farmers to have access to rail that ships their products to a processing centre but it benefits General Mills and Kellogg (and big landowners) a lot more.
And there aren’t many small chemicals manufacturers or automakers that would benefit from a rail system to deliver chemicals to Detroit.
As well, having the private sector determine where freight rail links go would give a better outcome than government, where there are other considerations.
