These issues exist in office buildings as well but they're working it out and converting them to apartments. -- (edited)

There are issues as has been mentioned but they're solvable issues that will allow for more housing which is desperately needed.
My issue with using a mall is that they're usually situated away from populated areas so people would likely have to travel far to get to work.
