Depends on what you mean by collusion.

Do I think all the owners got together and agreed not to do any more fully guaranteed contracts? No. Do I think the owners talked to each other either one on one or in small groups about what a bad deal that was for Cleveland? At least a few of them, yes.
With Lamar specifically I think Baltimore told interested teams what he was asking for (they may have lied to scare some away) and what they would want in trade. Teams decided that the price was too high. Also, teams that don't have their original first pick are out until after the draft.
