this was also when recalls became a one election thing, you voted FOR/against a recall AND if the recall succeeded who you wanted to replace.
since recalls are 'special' elections they tend to have the lowest turnouts and most that do are the motivated ones
That's how California got ride of Gray and installed Schwartzenegger instead.
