Sorta but not really. AA has for years (decades even) sold a 'placeholder' schedule more then ~3 months out.

Then, around 3 months out (give or take a couple of weeks), they 'firm up' the schedule to what they are actually going to fly, normally for ~ a 4 week period. Around a month later they do it again for the the next ~ 4 week period that is ~3 months out.
There are flights in the placeholder schedule that they haven't flow in who knows how long.
So when the government complained about phantom flights? Yeah, AA is a major culprit. This is them reacting.
