that's not what they meant. What they meant is that the studies are all flawed so they can't tell whether there's a difference. Basically the studies they reviewed were flawed because the people in the "mask wearing" groups didn't always wear masks and the people in the "non-mask wearing" groups sometimes did wear masks. I'm sure this distinction will be picked up and accurately portrayed in right wing media.
