Alternatively, there's no need to expand the House -- every state gets their population share -- it's just a larger number than in the past.

And there's always going to be a state that ends up on the very slim side of an extra seat or not.
The cutting up of the gerrymander is a far bigger / more real issue than how much land gets a vote.
