I felt it kind of fit as a counterpoint to the prison sequence in Andor, and it tried to serve the purpose of showing the initial germination of the First Order from within the ranks of the New Republic. Mostly succeeded in those goals, IMHO.

It also tried to show the New Republic as being a bit more utopian, or at least progressive - and how not only could that be the source of its own downfall (via over-optimism and comfort with the status quo), but also an illusion papered over the remains of the Empire (via having a Mindflayer but only using it on the lowest settings).
