States that are party to the ICC treaty have an obligation to co-operate - eg carrying out the arrest

Though there was a situation a few years back where a country that was party to the treaty didn't co-operate and allowed someone under ICC indictment to visit. (Omar al-Bashir, then president of Sudan - he was visiting South Africa for an African Union summit)
