That's going to be the issue. They could have easily grabbed him without the need to tackle him so forcefully. I believe something similar happened -- (edited)

to someone else where the security guard at a sporting event went overboard in his apprehension of the person and was sued because of it. The person who was injured won.
This guy wasn't running away or doing anything to make me believe he was going to cause trouble beyond what he was already doing. The security guard wanted to make a show of it and went at him way too hard.
I'm willing to bet he'll be fired if he hasn't been already.
