There’s no incentive anyhow. Car makers aren’t power grid operators.

You think Ford should be pushing Duke Energy to build out the grid because of an EPA rule?
The government should be leading that build upfront with incentives to Duke et al so Ford and Dipshit can utilize it.
This is a tail wag the dog policy to get to an outcome instead of a comprehensive policy involving public/private partnerships
