This is unusual isn't it? Don't candidates usually leave their campaigns open indefinitely in order to keep the cash handy?

To cash out and terminate sounds fatalistic in that context.
Also with that little cash on hand to start, and that little expense, could we read that as this was known/planned by late last year?
