These things never play out the way they are supposed to, but on some level you can't blame states for trying. It's really one of annoyances with

federalism. With different states having the rights to tax in their own ways, it makes states compete against each other. That's why you have a lot of business moving south and these kinds of businesses pitting states against each other to bring their businesses there. It helps the businesses at the expense of the states.
