Then you are probably good. During my recent Trade Wars, I knew he had spies in my three cities.

When it ended and he tried to pull them out, my hide outs (then) were 23, 22 and 20. 23 was captured and identified, 22 was captured and killed and 20 was caught but escaped. I have been raising them since that.
